| Compared with construction of fast extending highways in China, the level of safetymanagement for highway construction has yet to catch up with the pace of highwaydevelopment, which is reflected by ineffective curbing of safety accidents, particularly inhighway construction, where safety accidents are not uncommon due to a wide range of riskfactors and potential hazards. This paper studies and analyzes issues such as lack oflegislation, neglect supervision, and safety management modes adapted for specific projects insafety management for highway construction through reviewing and evaluating the statusquo of relevant laws, regulations and rules on workplace safety, explores the causes of suchissues of safety management by taking into account the basic principles of safetymanagement, safety system engineering theories, the Deming cycle, and relevant safetyeconomy theories, puts forth safety countermeasures on the micro level of management bymeans of influence people, machine, environment and administration of production safetyfour factors of comprehensive management, establishing safety management organization,safety management system, safety technical management, safety management, safety cultureconstruction, emergency management, security management, rewards and punishments, etc.To improve the level of safety management for highway construction, this paper proposes anew safety management mode which is systematic, comprehensive, efficient, dynamic andfeatures addressing of causes and effects, wide participation and coordinated management,through building a safety management system covering organization, rules, safety technology,hazard control, input management, safety culture development, preventive measures,emergency response, rewards and punishment.The safety management system for highway construction should be built based onhazard control, management of safety input, and contingency management, with reference tothe safety management practices of the广ä¹highway project. The safety managementsystem, which takes the project as its subject, is led by the owner, and participated byshareholders involved in the construction, to implement the safety policy of “giving safety thehighest priority, making prevention the primary work, and carrying out integrated measuresâ€.This paper is intended to put forth new ideas for safety management for highwayconstruction, and for widely application in actual construction activities, so as to providereference for similar projects. |
