In order to solve the features on high probability, large loss and strong burstiness ofconstruction safety accidents, the Jinsha International Project(JIP) was regarded as aresearch carrier by Heilongjiang Province Construction Engineering Group(HPCE)based on sufficient technology reserves and abundant safety management experience,and also the construction safety security system was structured on the level of project.Then the safety management effect of project was proceeded quantitative evaluationbased on fuzzy comprehensive evaluation method. At the same time, the security systemon the level of project was improved continually through the model of IDEAL, so thatthe construction safety security system on the level of enterprise could be achievedscientification and standardization, which promoted improvement and popularization inthe construction industry.First, the definition and features of construction safety accidents were given on theresearch carrier of JIP. And also the time laws, behavior laws, machine tools andexternal environment of construction safety accidents were analyzed. Thus the keyinfluencing factors of various construction stages and accident types were determined,which built a base for HPCE to structure the construction safety security system on thelevel of project.Second, the structure process of construction safety security system wasdetermined on the level of project through the analysis on demarcation as well ascharacteristics of JIP construction safety security system, including preparation stage,pre-planning stage, documentation stage and operation stage. Then the14indicatorsfrom this system were proceeded quantitative evaluation based on fuzzy comprehensiveevaluation method, which would be a reference for the construction safety securitysystem to improve continually.Third, aiming at the quantitative evaluation result of JIP construction safetysecurity system, this system was improved continually through the model of IDEAL,including preparatory stage, diagnosis stage, establishment stage, implementation stageand adjustment stage, which provided a feasible technology path to structureconstruction safety security system on the level of enterprise.Finally, the JIP construction safety security system was structured based itscharacteristics as well as construction difficulties. Then the system was proceeded fuzzycomprehensive evaluation and the safety management effect was explored, so that thestandardization of construction safety security system on the level of enterprise wouldbe achieved further.
