In recent years, the speed-related traffic accident occured frequently,according to statistics, China’s traffic accident caused only by speeding violationseach year more than30,000and more than10,000people were killed,representing the total number of accidents and deaths about10%and15%respectively, which caused tremendous damage to people’s lives and property.Speeding violations has been the focus of China’s public security trafficmanagement departments, to develop a reasonable speed limit, effective speedlimiting plan, and economic management&control measures to be urgently needs.In this paper, thtough the analysis of speed limit theory, to build the best speedlimit to determine the decision-making model, the best speed limit decision-making model is constructed, the optimization methods of speed limit plan areproposed, and the speed management and control are analyzed from the twoaspects of traffic engineering facilities and traffic safety enforcement.Through the analysis of the speed limit theory, the relationship between thedesign speed, operating speed, desired speed and speed limit are analyzed, andthe legal speed limit, engineering speed limit, the optimal speed limit and theexpert system speed limit methods are combed based on the analysis of theinfluencing factors of the speed limit. The best speed limit decision-makingmodel is constructed and applied based on the level analytic method and fuzzymathematical theory, in the premise of a reasonable balance between trafficefficiency and security interests.By sorting out different types of speed limits at home and abroad, theadvantages and disadvantages of speed limit methods are compared, and thespeed limit optimization method is proposed considering the factor analysis. aspecific speed limit value is developed respectively combined with the status ofvarious typical sections. On the basis of technical analysis of the speed limitsigns and markings, the deceleration marking, rubber reducer ridge anddeceleration confucius installated location and requirements are studied, the roadtypical section speed control facilities are designed, which proposed hardwareprotection for the implementation of the speed limit.Based on the classification analysis of the speed enforcement equipments, the law enforcement model,location, evidence identification and speeding illegal punishment strategies areproposed, and the public education of speed control is also analyzed.The research results and implementation experience of speed control carriedout by the paper, is to provide technical support for developing the speed controlmethod for our country, and to provide relevant advice and guidance for roadsafety policy makers and practitioners, thus provide a theoretical basis forpreventing speed-related traffic accident.
