Recently, the construction of renewable energy represented by windpower has achieved rapid development. But, at the same time, the amountof abandoned wind power is increasing. National energy administrationwill implement RPS (Renewable Portfolio Standard) to reduce abandonedwind power and promote the wind energy accommodation. The quotaallocation mechanism, generation scheduling under the policy of RPS andthe impact of quota trading scheme on power dispatching are analyzed inthis paper. The analysis results will provide reference about how todevelop generation schedule and fulfill the quota obligation.Firstly, principles of quota allocation are introduced from the aspectsof wind power generation capacity and capability of accommodating windpower. The quota allocation method which consists of annual and monthlydecomposition process is presented. By decomposing annual quotas underthis mechanism, the day-ahead quota requirement is obtained. Secondly,the quota constraints and dispatching factors for wind power areintroduced, and the short-term generation scheduling model consideringRPS is conducted which is solved by using the linearization technique andCPLEX software. The impact of RPS on three generation dispatchingmodes is studied according to different dispatching factors for wind power.Finally, a preliminary quota trading mechanism is designed, of which theimpact on short-term scheduling model is analyzed. Then a dispatchingmodel for this trading scheme is built considering transaction costs andconstraints. To analyze the influence of green certificate price, quotarequirement and the trading volume limit on the short-term generation scheduling, a case simulation is provided.
