The urban intersection problem has been concerned by the social from all walks of life.Since running yellow lights would be punished6points the driver would waiting for a minuterather than "violating yellow light" capriciously, however this case would generate lose timeat the end of green light. This paper puts forward the idea of moving stop line forward, inorder to weaken the influence of the loss time.According to the ideas of the saturation flow rate method and its modification, with thegoal of maximizing the intersection traffic capacity, the traffic capacity of intersectioncalculation model was established, based on moving stop line forward, using MATLABprogramming to solve the optimal solution and simulated by VISSIM. The programmingoperation results show that the loss time of accelerating is shortened in the signal intersectionand the stop line was arranged forward18.5meters in straight line and6.9meters in left line,with the traffic capacity growth of71pcu/h/line in straight line and traffic capacity growth of15pcu/h/line in turn left line. Straight lines and left turn lines of traffic capacity would beincreased with the left track radius was decreased, and the average acceleration of the vehiclestarting stable value; The effect of arranging stop line forward weakened effectively start-uplost time. The VISSIM simulation output showed that the capacity of straight line growedwith63pcu/h/line, increased by21%, the capacity of left line growed18pcu/h/line, improvingby6.4%, which proved that the model has effective practicality.Signalized intersection with stop line was arranged forward can weaken the loss time,prolong the effective time of the green light, and has certain practical significance forimproving the city traffic capacity of signal intersection.
