| Road safety problems caused by disastrous weather have attracted worldwide attention. Showing an increasing tendency, freeway accidents give rise to more serious casualties as well as greater economic losses.Through spot investigation, characteristics of freeway operational safety under disastrous weather are analyzed by applying knowledge of road engineering and traffic engineering. Then, based on the emergency relief requirements, this paper offers an analysis of both the systemic requirements from three aspects including hardware, software and information requirements and the special requirements for freeway accidents under disastrous weather in mountainous areas.Moreover, this paper summarize management status and the existing problems of emergency relief of the freeway accidents and proposes the emergency relief system from four aspects including legal basis, organization mechanism, operation mechanism as well as guarantee system.An emergency relief model is built from those three aspects, namely opportunity cost, economic loss per time unit as well as rescue travel time. Based on the classification, calculation and analysis of the freeway accidents, basic law of the accident’s varying according to time is gained, following which opportunity cost is calculated by dividing those accidents of every section by time. Then this paper defines the economic loss with the time unit, offers way of calculation, predicts the rescue travel speed by applying statistical method, and finally, establishes the emergency relief model aiming at reducing economic loss.This paper finally analyzes the importance of prevention from freeway accident recurrence under disastrous weather and offers control and prevention methods in case of accident recurrence from five aspects including timely detection and confirmation of accident, rapid response of the emergency relief, safety publicity and education, decrease in traffic speed as well as traffic control in initial accident section. |
