As important nodes in transportation systems, large-scale bridges play acritical role in economic development, especially for those that connect keytraffic arteries such as the Yangtze River or the Hangzhou Bay as theysignificantly impact regional economies. However, because these bridges arelocated in coastal areas, it is very difficult to ensure and maintain theiroperations under disastrous weather conditions. The intent of this thesis is tostudy and analyze the storage and allocation of emergency resources toensure normal operations of large-scale bridges in case of disastrous weatherconditions.The first part analyzes all kinds of severe weather conditions and itsimpact on the transportation systems, composed of bridges, vehicles, andpassengers. Based on the analysis, I summarized necessary emergencyresources, and catalogued them.Secondly, this paper analyzes influential factors on storage of emergencyresources for large-scale bridges under disastrous weather circumstances.Among key factors, four factors: frequency of usage, substitutability,accessibility, and reserve aging, are chosen as basis for analysis them. Theindex system of emergency resources storage is built on the AHP method, and established weight calculation of different indexes is produced by the G1method. Furthermore, this paper assesses and calculates emergency resourcesfrom a holistic perspective, and classifies their storage level, selectingappropriate storage methods according to their respective levels. Take SutongBridge in Jiangsu province as an example; I calculated the comprehensiveevaluation value of the storage of part of the emergency resources toestablished corresponding storage ways of them.Finally, according to the disastrous weather conditions that large-scalebridges located in coastal areas may encounter, I deployed the grey situationdecision method to select emergency resources, and establish a target systemthat incorporates timeliness, environment protection, and affordability. Withthese methods and systems, the paper studies how to make the selection ofemergency resources meet the optimal objective decision for large-scalebridges under disastrous weather conditions, and also researches theoptimization target calculation of response solutions and necessary resourcesto decide the best suitable emergency resources.The whole study uses the Sutong Bridge in Jiangsu Province as anexample, focusing on practical calculation on emergency resources fordisastrous weather in order to provide suggestions and management basis foremergency resources storage and allocation problem of large-scale bridges incase of severe weather.
