The bulk cargo demand is declining, while the scattered cargo volume continues to grow. In this situation, the railway department implemented the freight transportation reform by introducing the "real-freight system" strategy. The core principle of "real-freight system" is to provide high-level transportation plans to largely attract and satisfy various freight transportation demands, especially the scattered cargo. In order to adapt the new strategy, the management of cargo supply, the overall freight transportation processes, and the train formation plans, need to be improved correspondingly.The management of cargo supply is the first stage of the entire freight transportation, In this paper, the present status of scattered freight volume was analyzed firstly through real data to find out the reasons for the shortage of railway scattered cargo. Furthermore, SWOT was introduced to analyze the railway scattered cargo market and form the corresponding the development strategy. According to the strategy, the detailed measures was proposed.After the "real-freight system" reform started, the e-commerce platform was constructed as a new pattern of railway freight business. The freight operation processes needs to be optimized to match the new requirements of the "real-freight system". The optimization process aims to spend the least time to complete the freight operations in the simplest way. Following this idea, this paper found out the existing problems in the conventional operation processes of freight transportation and constructed a novel flow chart of freight operation processes for the real-freight system.At last, the paper thoroughly illustrated the train operation pattern, the related requirements and the impacting factors. On the basis, a 0-1 programming mathematical model was presented for optimizing the freight train formation plan. The mathematical model aimed to minimize the total time costs including the accumulation time of freight cars, the marshalling operations and the train running time subject to the constraints related to the principle of wagon flow organization. And the rationality of the model was verified by using the detailed numerical experiments.
