China Railway, as the backbone of land transportation system, has an irreplaceable important role in the modern logistics system. Railway freight cargo plan preparation is the foundation work for railway cargo transportation. To improve the efficiency and to optimize the preparation of freight cargo daily plan requires an intelligent decision support system. The core problem which railway freight cargo daily plan system needs to solve is the automatic approval request car program. Development specifications and standards for the freight cargo plan approval process is the inevitable requirement of rail freight transport logistics.Based on business modeling and object-oriented analysis, this paper presents an-depth analysis of the various factors which decides the freight cargo plan approval. This paper presents a systematic description of the "transport capacity constraints", "approval policy", "request priority" and other key concepts, and a model and algorithm for automatic approval is also proposed. This paper gives an exploratory study of how to formalize the approval principles and how to automate and institutionalize the approval process. Based on this study, freight daily plan preparation system is designed and developed. This paper summarizes the system design, interface design and database design, from the "data browsing and statistical analysis", "automatic approval", "security and audit" the three main aspects of the system are introduced in detail. The principles of the flexibility are reflected in the system design thoroughly, and the system features are easy to customize and expand. System provides a creative "statistics panel filter combination," "National road network diagram" and other flexible interactive interface, which are effective means of visual data analysis. System security resorts to key based authentication and token combinations based authorization, which are technical means to achieve a collective approval model and lays the foundation of for collective examination and approval system.The system has many economic benefits, productivity savings, while also changing the original working mode, creating a new freight Daily Plan through computer processing mode. Very sensitive to the community, "freight cargo plan approval" issue has been solved from the source, creating many social benefits.
