As the global economic integration accelerats, while in order to guarantee the navigation safety of the ships, the ocean going vessel as the main carrier of trade transportation will inevitably exchange the ballast water. The marine organism carried by the ballast water will spread in different sea areas, which is the main reason for the invasion of the exotic ocean creature. At present, the scale of Chinese fleet and port are located in the world’s top rank, so it’s of great significance that we should study the ocean going ships ballast water distribution characteristics in Chinese port waters and the prevention and control technology, which can confirm the actual situation of the Chinese ocean polluted by the immigration ocean going ship’s ballast water in recent years, establish the appropriate foreign marine organisms risk prevention and control management system and promote the research and development of marine biological invasion risk prevention and control technology which is suitable for Chinese national conditions.Aiming the problems of the ballast water management in Chinese ports water and the significant demand of international and national green shipping, relying on the special funds scientific research project of national marine public welfare trade (No.201305027-5) and the text carried out the study on distribution characteristic and prevention and control technology for ocean going ship’s ballast water in Chinese ocean through the establishment the total amount estimate model of oceangoing ships’ ballast water in Chinese ports water and choosing the prevent and control methods based on gas discharge physics.The main work of this paper is as follows:1. This study established the ocean going ships’ ballast water total input and output amount estimate model of Chinese ports water which based on the foreign trade information released by the state ministry of transport and the general administration of customs. Based on this model, the input and output amount of ballast water in ocean going ships of both entire China and the five main port areas from 2007 to 2012 have been calculated, the temporal and spatial distribution characteristics of ocean going ships’ ballast water is clarified. This research result can contribute to people’s understanding of extent of pollution caused by ballast water in offshore areas near Chinese ports, provide the reliable background data supporting to establish and improve the prevention against and control over the risks of ocean vessel ballast water, to avoid and reduce the biological invasion caused by exotic species and provide prewarning for the possibility of other countries’ adoption of green technology trade barriers against out country.2. Based on the requirements of control and regulation over ballast water pollution in Chinese port areas, requirement and applicability of emergency prevention and control technology on the risks of exotic marine organism invasion have been analyzed, It’s also suggested that high condensed active oxygen emergency prevention and control devices developed and based on strong electric field discharge technology is the most efficient method present to address the input and output exotic organisms carried in the ocean vessel ballast water.
