With the advanced of China’s industrialization process, the energy issue is becoming a major constraint on economic development. Our country’s building energy consumption accounts for 27% of total energy consumption in our society, in which the heating energy consumption accounts for 65% of the whole building energy consumption. Therefore, the main direction of the energy savings in building energy consumption will be placed in heating energy consumption. For our current situation of china, the northeast, the north, northwest and other regions have achieved a large area of central heating, so the energy consumption is constantly increasing and energy shortages are becoming increasingly serious. After decades of workers’ research in heating technology, our country’s central heating technology has made remarkable progress in saving energy and steady operation.Firstly this paper introduced traditional centralized heating network system has to go through the heat exchange twice, including the first station heat exchange and the secondary station heat exchange. The more times the heat exchange has been made, the lower utilization of resources and the more complex of the control strategies that will be applied to distributed measurement and control system. This paper describes a new type of heat ex-changer (controlled jet heat ex-changer) and design a new central heating system that is different from the traditional central heating systems based on this new heat ex-changer, and introduced the structure and the new features of distributed measurement control system.Through this new distributed control system, we can achieve each heat transfer station operating conditions for rapid detection and adjustment control. The main work of field level includes configuration of PLC procedures, the software interface design of touch screen as well as the configuration of Remote Terminal Units (RTU). The main level is to complete central control PC monitoring software that is designed by Dview software. The central heating system has adopted the sensor technology, the 3G mobile communications technology and networking technology, the entire central heating system can be monitored in real-time. The main role of field control level is to use a variety of sensors to collect field parameters and transmit this parameter information of every sites to a remote PC by 3G mobile communication network, the host computer will send controlling commands to the lower position machine according to the running state of the sites.The controller’s output will connect to the actuators and the actuators will be acted by the requirement of control commands.Finally, the control strategy based on the steam flow control has been studied since the new heating system has hysteresis characteristics on pressurized temperature regulation. The traditional PID control can not meet the heating temperature of the heating system stability requirements.Therefore the ideological feed-forward control strategy is introduced to control the central heating system water temperature, and the experimental simulation shows that the feed-forward control is applied to control the water temperature centralized heating system, it is possible to overcome the heat exchange system pressurization that bring the temperature fluctuations, so that it can better meet the central heating temperature stabilization requirements.
