Research On The Feature Of Maritime Safety Information Application Model Under The Framework Of E-Navigation

E-Navigation is a system of interactive information, so it is the key to the system that all kinds of information flow between each part of the E-Navigation. In 2012 May, in the Maritime Safety Committee meeting on the ninetieth, the IHO S-100 universal hydrographic data model was determined as the E-Navigation concept data model standard.Maritime safety information is an important part of the International Maritime Organization E-Navigation strategy. It has great significance to the strategic conception of E-Navigation that can realize it in line with transmission and released under the framework of E-Navigation. Because the release of the MSI source in different formats, lead to the different sources of MSI in a unified way to display on the navigation platform. Therefore the research focus for the build Feature Catalogue of MSI conforms to the S-100 standard data models, to realize the transmission of maritime safety information under the framework of E-Navigation.The main works are summarized as follows:1 This paper describes the research background, the framework of E-Navigation data exchange of relevant research and the specific content and significance of this paper;2 This paper introduces the maritime safety information and related knowledge about creating maritime safety information feature catalogue model. By studying the MSI format of different NAVTEX and EGC system, this paper summarizes the MSI message contents to extract the information types, MSI main area, sources of information, position information, information update date and information contents of key attribute;3 Research of maritime safety information content of the message, extracting information element and attribute according to the standard of modeling of S-100 feature catalogue, research between information elements of maritime safety information and links to them, Combined with the characteristics of S-100 feature catalogue, create conforms to the S-100 standard navigation warnings, weather reports, pirate attacks, ice reports and pilot information such as the 9 major categories of MSI feature catalogue and through the Rational Rose realize the creation of safety information feature catalogue model;4 The design and Realization of maritime safety information XML format editing system.
