With the rising of the global trade, there is a big gap of ro-ro transportation capacity. And the ro-ro production is playing a more and more important role among all kinds of port operations. All port companies are working on to building their own automobile ro-ro terminals. The main production of the ro-ro terminals are cars for commodity. Since cars have the characteristics of high quality and high value, any error in loading and unloading operation will cause large economic loss. As a result, it calls for much higher requirements of safety during the whole process of loading and unloading. Ro-ro transportation industry in China is still in the initial stage of development, in order to ensure the whole process of ro-ro operation safe and reliable, to prevent the accident, to promote the safety management level of wharf, it is necessary to formulate a set of safety production operation system.Firstly, this paper expounds the relevant theoretical basis about safety production at home and abroad, and analyzes the present situation of our country enterprise’s safety production standardization. Besides, this paper studies the development of the production safety situation and the existing problems of ro-ro terminal in China emphatically. On this basis, this article establishes a production safety evaluation index system which contains 12 indicators and 38 secondary indicators with reference to related documents of the ministry of transport. After that, this paper takes Tianjin ro-ro terminal global co. as an example and uses fuzzy comprehensive evaluation method based on entropy weight method for empirical analysis. Finally, this article put forwards strategies for the improvement of the level of safety production of the ro-ro terminal from three aspects:the government, the enterprise internal and third party consultancy.
