Water is the source of all life on the earth, also indispensable to daily life and production activities of human. Since the industrial revolution, the world economy development so fast, the water consumption has increased dramatically, Water resource shortage has become a worldwide problem. For water resources is serious in our country,this problem is very serious. For protection and planning water resources in our country,as the foundation of water resources evaluation work is an important role that cannot be ignored. In recent years, municipal and county(banner) level of regional water resources assessment has become one of hot topics in the study of water resources.This article take naqu basin water resources evaluation as an example, combined with the geographic information system(ARCGIS software) data processing, spatial analysis and graphic data display, and other functions, discussion on the water resources assessment method in area with less date. In the end, assessment naqu basin precipitation,surface water resources, groundwater resources and evaluated its total water resources,provides a reference basis for integrated water resources planning and management. At the same time, it the provides the reference basis for evaluation in area with less data provides the reference basis. Main conclusions are as follows:With the help of Arc GIS software, discussed the way for surface precipitation in the region of less data, through the site encryption reflect the regional spatial distribution of rainfall. The evaluation results show that: Naqu basin’s average annual precipitation from1956 to 2010 year is 477.1 mm, average rainfall is 7.8 billion m3. The highest rainfall area is located in the southeast area, annual precipitation over 580 mm; Precipitation is the least western north area, annual rainfall less than 440 mm.With the help of Arc GIS software, discussed the way for runoff in the region of less data.method of correlation between rainfall and runoff. The evaluation results showed that: naqu basin surface water resource for an average is 2.743 billion m3 for years, or annual runoff depth of 167.8 mm. The annual average runoff depth contour range is from80 to 340 mm, the overall trend for the northwest southeast of runoff depth is less than the runoff depth.Naqu basin in hilly regions.In Hilly regions, all precipitation infiltration recharge into groundwater. Use the results of Tibet integrated water resources planning, carry out in early 21 st century, therefore, naqu basin groundwater resource is 1.108 billion m3.Naqu basin water resources for an average is 2.743 billion m3, runoff coefficient ratio(the amount of water resources and the corresponding rainfall)and runoff modulus(total water resources per unit area) were 0.352 and 167800 m3/ km2. Naqu basin, for many years, the average annual precipitation is 7.8 billion m3, consumes 65% of the precipitation in the surface evaporation, 21% of the precipitation become surface runoff,14% of the precipitation infiltration recharge of groundwater directly, a combined 35% of the total precipitation formation water.
