China’s arid and cold region has vast area, underdeveloped economic and extreme climatic conditions. The most prominent feature is the cold winter and the hot summer.Such kind of bad weather results in a low comfortable outdoor space, low utilization of outdoor space which is not conducive to building a harmonious neighborhood association.For the purpose of enhance the comfort of outdoor space, climate adaptation planning is an effective way to solve the low usage. Planning and Design of climate adaptation related to other climate zones(such as hot summer and cold winter), although has been carried out for many years and has achieved fruitful results, but published research about arid cold region is still rare.Climatic factors that affect the comfort degree are mainly composed by the heat comfort degree and other usage comfort degrees. Combined with cold arid climatic characteristics, literature interpretation, theoretical analysis and field research, the paper find that temperature, humidity, solar radiation and win are the main climatic factors which affect outdoor space heat comfort. The other main factors affecting the other usage comfort degrees are precipitation and dust. The paper combed the relationship and action mechanism of the six climatic factors and climate comfort degree. Each climate factor increases proposed countermeasures climate comfort. And through theoretical analysis and AHP, it concludes that control of solar radiation and wind is two key strategies to improve climate comfort degree in the area of cold arid zone climate adaptation planning and design, but other strategies should also not be ignored.Then, by analyzing the relationship, impact principles, working process and impact strength between main components of landscape(plants, garden architectural sketches,water, topography) and climatic factors strategies, the paper find concrete measures to implement the policy in principle, process and strength.Later, on the basic of the research strategy and the corresponding measures used in specific cases, the paper uses PHOENICS and ECOTECT to analyze laws and simulation results. In the aspects of wind and light(solar radiation), through specific cases from the master plan to the local design, from the perspective of climate adaptation, the paper combs ways of these strategies to guide planning and design. Combined with other climatic factors, the policy to the planning area in a small space, for example,demonstrates the ultimate form of space weather site adaptive design process by superimposing a plurality of single factor analysis.Eventually through detailed analysis of the cell environment sunshine, wind environment, the paper choose specific policy measures which can effectively improve the climate comfort of residential area.
