Huai’an is a small and medium-sized city. In the process of its economy development, the number of city cars is increasing rapidly and the time of citizens’ going out is growing quickly. These cause lots of traffic problems, such as the frequency of accidents, traffic congestion, the inefficiency of operating road net, environmental pollution and so on.Those citizens in Huai’an go out without plans owing to they can’t get the road information immediately. It influences not only the utilization of road net but also the sustainable development of Huai’an. Nowadays citizens emphasize more on the variety, promptness and accuracy of traffic information. The previous way of publishing traffic information and the published content go far to meet citizens’ standards. To some extent, the expansion of road net can ease this situation, but it will cost too much. In a bid to satisfy citizens’ needs of information, avoid the blindness of going out and reduce the cost, it’s necessary to adopt modern information technology. The information service platform mainly make use of the information distributing platform to feedback the relevant conditions of roads to users in time, so users can know the real-time condition of roads. Then they will arrange their routes reasonably and avoid rush hours.Firstly, in this thesis, I introduce related study situations and some relevant concepts of traffic information service platform in America, Europe and Japan. These provide theoretical research foundation for the next chapters and present the background and purpose of this thesis. In the second place, I find some disadvantagements in traffic information service by the analysis of the location of Huai’an, the general situation of society and economy, the total number of cars in Huai’an, the present traffic situation.Thirdly, I classify users and analyze their needs. I also study the ways of collecting traffic information and publishing the information by searching some documents and combining with local characteristics. What’s more, based on what I’ve studied, I design the frame system of Huai’an intelligent traffic information service platform and connect functions in relevant sections.Meanwhile, I design the user interface of this platform and database table. I estimate the drive time using exponential smoothing I study the traffic congestion level index at the same time. This index imitate the standard of grading road net in, in which the traffic congestion level is in accordance with the speed and use the traffic volume as weight factor. It adopts big weight in the roads which have large traffic volumes and small weight in the roads which have small traffic volumes in order to calculate the traffic congestion level index of the whole road net in Huai’an. It also provides example of verification. This index can reflect on the traffic congestion situation more clearly. In a word, I study deeply in three aspects:the design and analysis of,the use of traffic monitoring data and the calculation of the traffic congestion level index.
