Maritime accident collision harm greatly. It not only causes the personnel and property losses, also has a certain effects on the environment, such as the oil leakage. When two ships rendezvous in imminent situation, one ship’s action alone cannot avoid the happening of collision. It attained great importance to choose a better maneuvering decision to reduce the impact of collisions as possible. The research of the maneuvering decision–making to reduce the collision losses is relative complex and involved in a wide rage. It not only needs to consider the ship-handling characteristics and the vessel movement mechanism, but also need some professors’ navigation experiences. This article uses the method of fuzzy mathematics, geometry experience and simulation experience to complete the related model and decision table. The main work is as follows:(1)Optimizing the collision loss evaluation standard. Taking the calculation of energy loss(using MATLAB program set the ship model parameters into the computational formulas of collision external mechanism) as the foundation, it consider the damage of ship hull structure and the key collision-parts. The weight values combine the subjective assignment results and the objective assignment results synthetically. Due to the hull’s damage boundary is fuzzy. The method of fuzzy system theory is used to deal with energy loss values, finally obtaining the correlation coefficient of hull damage. The loss weight reflects the collision damage evaluation standard under different collision angles and collision positions, which focuses on the refinement of collision energy loss curve.(2)The choice of ship maneuvering measures in the inevitable collision situation. The main use is combining expert consulting with research method of simulation experiment. Focused on the discussion about the slow down effect and diversion effect of parking in open waters, the way of simulated ship-maneuvering experiments on the simulation platform was used. Further, figure out the mechanism by consulting to the ship maneuvering and collision course teaching teachers and senior captains.(3)The improvement of the minimum collision loss critical distance Dlmin. The minimum collision loss critical distance Dlmin as a inner boundary of the immediate danger. It is the basis of a set of collision simulation experiments. Simplifying on the basis of prior estimate model, this paper summarized suitable Dlmin formula for different ship collision conditions and finally validate the correctness and rationality of the formula calculation through the simulation experiments.(4)The establishment of the maneuvering scheme to reduce the collision loss. Based primarily on two-ship’s encounter characteristics(EC), the bearing of target-ship and the collision parts before decision-making, the two-ship’s encounter condition under the inevitable collision can be divided into 46 basic encounter situation. Through simulating ship-maneuvring experiments of the 46 basic encounter situation on SIHC(Ship Intelligent Handle and Control) platform, the RCL(reduce the collision losses) maneuvering decisions can be choice among the right or left redirection maneuvering measures by accounting for the minimum collision loss(collision loss weight).
