Research On The Overall Planning Of An Economic And Technological Development Zone

Economic and technological development zone is an important booster for perfecting the urban space structure and promoting the of economic growth. Currently in our country, the planning research of economic and technological development zone is still in its primary stage and has no fixed planning model and results requirements, therefore, it is of great significance to make plan suitable for the local park development with different geographies and development background. A city is an important petroleum and petrochemical industry city in national and is an important carrier for Heilongjiang province to implement the development strategy of five-big plan and promote the development of the ten key industries. An economic and technological development zone that is a strategic platform for realizing the resource-based city transformation and upgrading and making the future industrial development plays an important exemplary and leading role in the regional economic development. But, after 9 years of development and construction, there are also some problems need to be addressed urgently in the development planning for an economic and technological development zone. Especially after upgraded to the state-level economic and technological development zone, how to adapt to the changing situation research the development strategy and make overall planning become one of the key problems affect the future development for an economic and technological development zone.Therefore, the article selects an economic and technological development zone as the research object, through the full study of the theory, provides a theoretical support for the research of general planning. From the investigation of present and SWOT analysis of the development situation, it points out not only the advantages and opportunities but also the weaknesses and threats of the development planning, and provides an important basis for the follow-up study. Through the research and analysis, it put forward the planning idea, industry positioning, development goals, urban space development strategy, spatial structure mode of an economic and Technological Development Zone. The paper makes a planning research from layout of residential land, public service facilities, industrial and logistics warehousing land layout, urban green space system, road traffic, road landscape, municipal utilities engineering and other aspect of actual to form a planning scheme.
