Recently water environmental planning has widely attached importance to become an effective means to solve the problem between economy and population growth and the pollution of water environment, especially has been utilized extensively in practice.On the one hand it has the common generalities of regional environmental planning;on the other hand it is much difference between development zone and region planning. In view of the importance of water resource and water environment, the water environmental planning to be established has a strong bearing on regional future economic system.This paper puts a forward program to make a plan of water environment for Mianyang development direction, development scale, the developing speed, the economic structure, the production distribution and the environmental construction of the development zone can be determined on the basis of this plan. An effective way can also be found to coordinate economics, social with environment of development zone.The pollutants and water resource in the development zone of Mianyang were first investigated and the water environment was analyzed, the research key segment is from dam of three rivers to Fenggu. The capacities of self-purification and dilution of water environment in the section were calculated respectively by one-dimensional Thomas model of river body, the current situation of water body was assessed. The economic and population growth and total water amount and waste water amount and drain amount of development zone have been predicted through the law of economic development and growth velocity of zone according to the planning year 2010. Based on the controlling of total pollutants and the "whole dispose or compelete nonprocess runout" policy, the disposal outlay of the discharge port's pollution water and discharge port of compartment's pump over outlay of AND least for objective funtion, withal hydrologic equation, water quality equation grade for restrit condions layout planning pollution optimum control system...
