With the rise of Chinese economic, the speed and the scale of highway construction is getting much better than it used to be. Due to the lack of estimates about traffic development in China while designing the highway that have been completed and come into service, highway of four lanes, even two lanes have taken a high proportion. As the traffic flow grows, those highways that designed in the past days is not enough for flows in now days. But we are living in the time that land resources are dwindling, rebuild another highway is not a perfect plan. On the other hand, reconstruction and expansion of highway is a proper plan, reconstruction and expansion of highway saves more land resources than building new ways. The construction can be built without interrupt traffic, it’s a perfect plan that can keep the existing traffic flow during the construction.Settlement indicator is an important indicator to examine the quality of highway foundation reinforcement and roadbed filling, implementation of the settlement observation is the most direct way to obtain the settlement of highway. Uncoordinated settlement of roadbed is one of the most important problem in the construction. It depends on whether the highway will meet the requirement, The differential settlement may lead to pavement cracking, even the roadbed collapses. So the settlement observation is pretty necessary.In the reconstruction of highway, the most important problem that needs to be controlled in operation is the differential settlement of new and old roadbed. According to the cause of the consolidation of widening in different degree of uneven settlement and differential roadbed compression were theoretically studied, it came out the standard of settlement in widening of highway. According to the data from the field and finite element analysis, the standard of differential settlement and the way to have it controlled has been tested.After the data of settlement during the construction is reached, those data needs to be fitted in mathematics, to forecast trend about settlement in the future time. And forecast the settlement after the construction finished through the fitting-graphs. It may become a reasonable director on construction control to the best quality.
