“Islands of Information” has already been one of the problems to be solved in the information construction of military command and control system. The command and control system based on SOA(Service Oriented Architecture) has the excellent characteristics, such as rapid response, distributed collaborative and service reuse, which can solve the problem of “Islands of Information” well, and will be the development direction of command and control system in the future. As the significant component, UDDI(Universal Description Discovery and Integration) mechanism can improve performance of command and control system in services discovery and integration. Therefore, it is very significant to study UDDI mechanism of command and control system based on SOA in the paper.Based on analysing the superiority of service oriented architecture and the limitation of traditional command and control system, the software architecture of command and control system based on SOA and the typical application example of JC2 system is expounded. Aiming at Web Services which is the implementation technology of SOA, of which application protocol such as XML, SOAP, WSDL and UDDI is thoughly studied. The centralized UDDI system implementation model of command and control service based on SOA with the corporation of standard specification of UDDI technology is designed. However, considering that centralized UDDI system is liable to single point of failure and performance bottleneck, the related technology of distributed system is introduced, and the model of distributed UDDI system of command and control service based on SOA is implemented, then the architecture and method of information interaction is explouded in detail. Further more, the distributed UDDI system of command and control service based on SOA and its functions of service publication and service discovery are implemented with the corporation of implementation technology of SOA and JUDDIv3.0 which is an open source UDDI server. By analyzing the continuity and steadiness of services in the distributed UDDI system of command and control service based on SOA, the superiority of the system is verified efficently.
