With the rapid development of economic and the adjustment of energy clean structure, the status of rural small hydropower in China’s energy structure is becoming more and more important. Relative to the large-scale hydropower, small hydropower project is simple, near household residents, has small line power loss, and less impact to the environment as well. Currently the electricity of most regions below county level is supplied by small hydropower. Joint scheduling of small rural hydropower and the increase of the comprehensive benefit over the entire river basin are the two primary targets of small hydropower development. Due to the small scale and obsolete seasonal pattern of small hydropower, it is more suitable for short-term scheduling. This paper discusses short-term scheduling models and algorithms from the two conventional directions of scheduling time of use electricity price and flood control scheduling. The main work is as follows:(1) Discussed the short-term scheduling model under zonal-time price of single reservoir hydropower. By analyzing and comparing the maximum benefit model, strengths and weaknesses of the traditional maximum power generation benefit model and the maximum comprehensive benefit model, proposes an optimal schedule model of single reservoir hydropower, solved the problem of the average value of the water by adding the dynamic adjustment factor. This paper uses the Uniform Searching Particle Swarm Optimization Algorithm to do the stimulation, the results shows that model proposed can improve the overall benefits and has better practical value.(2) Discussed the short-term scheduling model under zonal price of mixed reservoirs and proposed an optimal schedule model applied in mixed reservoirs and based on zonal-time price by adding a dynamic factor. By studying the series and parallel relation of the mixed reservoirs and the influence between the upstream and downstream reservoir, the model fully considers the substantial water value among reservoirs. The result confirms that this scheduling model proposed meets the requirements of the regulation of hydropower station better by increasing the final comprehensive benefit.(3) Analyzed and compared several conventional flood control scheduling guidelines, further discussed the largest clipping model of hybrid reservoirs and proposed a hierarchical scheduling model according to magnanimity level, improved the fireworks explode algorithm and implemented it to Jiangxi LuShui River, made a flood control scheduling scheme for different levels of flood magnanimity.(4) Developed a short-term hydropower scheduling system based on B / S structure, to achieve a short-term runoff prediction, information management, data management, short-day scheduling, flood control and scheduling.
