With the gradual improvement of the social information technology and means, the information management and its application are also gradually penetrated into every corner of all walks of life, becoming an important means of industrial information management. Electric power, as an important support of the production and life, its demand for information increases.However, the information of traditional electric power inspection business is still at a low level,and at the same time there are many problems exposed in the reform process of the power grid system. Therefore, combining with a variety of information technologies, the design of a new type of electric power inspection GIS system has preferable research significance in correcting the existing problems, reducing the burdens of inspectors and improving the efficiency and accuracy of the inspection.The paper firstly analyzes the research situation of the electric power inspection technology at home and abroad, and then gives the demand analysis report on the power inspection business,users’ management and the system function; as for the problems existed in the traditional electric power inspection process such as inspection results are not objective enough, the low efficiency caused by backward inspection methods, the paper puts forward the electric power inspection GIS system combined by the C/S structure and the B/S structure. The system is mainly composed of the server-side power inspection management and the intelligent power inspection terminal based on the Android system, and the PostgreSQL database design of the inspection system is presented. Then, the development of the electric power inspection management and the intelligent terminal based on J2 EE technology, the SSH framework, BaiduMap API, Ajax, GPS,JSON and the Android system is illustrated. Finally, for the unreasonable problems lied in the planning of inspection paths, combining with the inspection business results, the paper has given the objective function and constraint conditions, and establishes the VRP model of electric powerline inspection. Finally with the improved ant colony algorithm, the problem is solved and applied to the inspection path optimization of the electric power inspection GIS system. Both the experimental results and the example verification results show that the effect of the optimization algorithm is more ideal.Through the application of this system, the inspection managers with the methods of formulating the tasks of the inspection server-side and analyzing the inspection data and defects,can realize the visual supervision and management of the tasks based on the electronic map, so as to make it convenient for the supervision and more scientific for tasks’ formulation; on the other hand, the inspectors with the inspection terminal can realize the functions such as uploading GPS coordinates, the mark and description of defects and the image acquisition of on-the-spot inspections. As a result, the inspection results are more objective and accurate with the inspectors’ burdens reduced and the efficiency of the inspection improved, and the operation can be paperless. The electric power inspection GIS system is helpful to the intelligent,information, high-efficiency and standardization of the power industry, and it is of profound significance to the development of electric power business.
