After the State Grid Corporation of China introduced the plan "strong and smart grid", Our country is vigorously promoting the construction of the internet frame structure with a higher requirement of security and the synchronization of the grid. Traditional SCADA is difficult to meet the requirements of dynamic monitoring the grid. WAMS based on PMU can realize the simultaneous measurement and real-time monitor, which provides a new technology for the grid dynamical monitor. Due to the high cost of one-time PMU investment, we cannot locate PMU on all buses in the power grid. Therefore, it is very important to optimize the placement of PMU. The main work is as follows:(1) We Studied the structure and function of the PMU and its optimal allocation of application background, and also established the mathematical model constraints and objective function; using the criteria of considerable topological analysis grid observability in order to improve the efficiency and reduce the accumulated error angle of view; building node adjacency matrix and associative arrays described in the power system topology, proposed to the outlet of the node representing the measured redundancy.(2) we applied Multi-objective Evolutionary Algorithm based on MOEA/D to solve the optimizing configuration problems, aim at overcoming the current shortcomings of slow convergenceon multi-objective optimal PMU placement. In this paper, the two contradictory goals of minimization the number of PMU maximization the measurement redundancy of system have been separated. And we used evolutionary algorithms for optimization solutions to achieve each goal, respectively. This method cannot only reduce computation to improve efficiency, but also get a more accurate Pareto optimal front. Finally, we tested the methods of optimal PMU placement in Microsoft Visual Studio 2010.(3) For the current status of the lack of unified PMU configuration assessment mechanism, we proposed a PMU configuration assessment methods. firstly, we loaded the flow calculation to obtain optimal flow distribution of the power system; Secondly, we got the assess indicators for each configuration scheme after introducing the reliability evaluation method of double fault of the power system and WAMS; Then, we designed PMU calculation formulas for the initial overall costs and the comprehensive benefit losses of optimal PMU placement. tests were also conducted on the MATLAB 8.1.
