The development of electric energy substitution is to use clean and efficient electric energy for energy end users,so as to alleviat urban pollution and consume surplus electric power,which is of great significance for improving the level of electrification in Yunnan Province and promoting China's energy strategic transformation.According to the current energy situation in China and the characteristics of terminal energy consumption in Yunnan,this paper puts forward the corresponding comprehensive benefit analysis and cost allocation method of electric energy substitution.The main contents of this paper are as follows:(1)Taking the regional electric energy substitution project as the background,the research background significance of the comprehensive benefit analysis and cost allocation of regional electric energy substitution,the research status of domestic and international electric energy substitution,as well as the energy status and development trend of China.(2)Analyze the connotation of energy substitution and electrical energy instead of the main technical measures.Based on the end user's point of view for electric energy substitution,considering the initial investment,generate economic and environmental benefits indicators,from "electricity instead of coal","electricity instead of oil" and "electricity instead of gas" three alternative approaches to establish a comprehensive benefit model of user-side electrical energy substitution.(3)In the specific implementation measures of "electricity instead of coal","electricity instead of oil" and "electricity instead of gas",selecting typical alternative ways of replacing coal-burning tobacco houses,electric vehicles instead of oil-burning cars,and electric boilers instead of gas-fired boilers.The comprehensive benefits are compared and analyzed by using TOPSIS(Technique for Order Preference by Similarity to an Ideal Solution)method.The result shows that this region is more suitable for the "electricity instead of oil" project.(4)Based on the cost allocation problem in electric energy substitution,according to the user group of cascade alternative mechanism,establish the game decision quantity of the government,the user group and the electric power enterprise,a cost allocation model of game cooperation is proposed,and carries out cost allocation game among the governments,user groups and electric power enterprises participating in electric energy substitution projects,adopts the ar-MOEA method which synthesizes the advantages of various dominant relations,carries out Nash equilibrium analysis on Pareto plane,selects three regions in Yunnan Province to use electrical energy to replace coal-fired flue-cured tobacco for simulation analysis.Through case analysis,this method can effectively solve the cost allocation problem of all participants.
