With the rapid development of information technology, computer technology has been widely applied in the field of industrial control. business leaders gradually increase their investment in the construction of computer information. In recent years, the railway industry grow rapidly in China. Computer technology plays a very important role in the new era of the development and construction of the railway. TDCS(Train Operation Dispatching Command System) covers the whole road network and consists of three parts: the ministerial TDCS, the bureau TDCS and the station TDCS. The enterprise’s TDCS derives from the national railway TDCS. But compared with the later, the enterprise’s TDCS has its own characteristics. Therefore, the design and research of the enterprise railway transportation dispatching system should consider its own characteristics to meet the needs of production operationThis paper bases on the study of the petrochemical enterprise production process, deeply analyses the actual demand of the company’s railway transport sector. This paper combines practice with the Unified Modeling Language to build business model, which is appropriate to the petrochemical enterprise production operation. Firstly, this paper introduces the background of the research and the current development of Train Operation Dispatching Command System and Unified Modeling Language. Unified Modeling Language provides visual graphical representation for the Object-oriented programming, and bases on different perspective providing various standard method for coding clerk. Secondly, by the analysis of the enterprise’s railway operations and the main process of work task, the Train Operation Dispatching Command System is divided into different business modules. This paper describes the main function of these business modules. In addition, paper use data flow analysis to describe the main workflow of the company’s railway production operations. This papers also studies on the shunting plan. shunting plan consists of three parts: the disintegrating plan, the marshalling plan and the delivering plan. The compiling and the algorithm optimization of the marshalling plan and the delivering plan play a very important role in the improving of the industry railway’s the efficiency of the production. Finally, by the analysis of the function of the system’s each module, this paper designs various diagrams: class diagram, use case diagram, interaction diagram and so on. All these UML diagrams aim is to meet the requirements of the system. Building a module of industry train operation dispatching command system, which is suitable to the demand of the petrochemical enterprise production process, is the core purpose of this paper. The research and development industry train operation dispatching command system use the information technology mode, which combine B/S(Browser/Server) with C/S(Client/Server). Paper also apply WCF(Windows Communication Foundation) technology to realize the leader of the enterprise to query the situation of production.This paper bases on the actual situation of the petrochemical enterprise, and analyses the main task of the industry railway manufacturing operations to divided the system into different service modules. By the analysis of the function of the system’s each module, this paper designs various UML diagrams, and use advanced computer technology to realize the research and development of the industry train operation dispatching command system, which is suitable to the needs of production.
