With the rapid development of computer science and information technology, China’s railway dispatching and command system has been improved. Especially during recent years, promoted by the well development of China’s economic, railway information has stepped forward, and some mature systems are developed and applied in the information of National Railway. The information of enterprise railway, which is a important part of nation railway net, has become an inexorable trend in order to improve both the benefit of enterprise and nation railway net. Some measures have been adopt to improve the existing transport scheduling system, but there are some difficult problems, such as poor equipment, chaotic management, low safety, lagging scheduling measures and lack of information. Because of the inherit characteristics of enterprise railway, some mature scheduling systems cannot be directly applied in the transport scheduling management of enterprise railway.A petrochemical enterprise is took as research background, which has a expanding production scale, a increasing business requirements, complex transport flow, a large amount of data, a lagging scheduling management system and other actualities. Basing on SOA and WCF, the functions of the enterprise railway scheduling command system are designed and implemented with the principle of service introduced. Firstly, the enterprise railway transport relevant departments and the work flows and requirements in each workshop are analyzed in detail. Basing on this, the architecture of system is designed with the SOA guiding, and the relevant service function module of system is mainly analyzed and designed in detail. With the functional requirements of system integrated, the system is divided into several coarse-grained functional modules, including freight information statistics and query module, comprehensive analysis module, vehicle information query module, and each module is divided into several fine-grained services. Then, each module is packaged in the form of WCF services, and the discovery, publishing, subscription, calling and management of the services are implemented.Finally, the performances of both the service module and the whole system are analyzed. The result shows that the WCF method is convenient, provides stable interfaces with unified standard, can lower the system development cost dramatically, and the loose coupling, safety, interactivity and expandability of the system are improved. Greatly, the research achievement has certain practical and reference value for the information construction of enterprise railway.
