In order to alleviate the emergency evacuation process traffic congestion, traffic management departments have developed a variety of evacuation strategies. The reversible lane setting as a direction to increase the capacity of the effective evacuation transportation strategy in the evacuation process showed a strong advantage. Although the setting of reversible lane principle is simple, the relevant theoretical knowledge about reversible lanes and regulatory policies setting relatively is scarce.In this paper, the theme is the reversible lane setting problems in case of an emergency evacuation, with emphasis on the advantages and disadvantages of reversible lane, its definition and analyzed in application fields, combining the features of an emergency evacuation traffic flow is proposed based network bottlenecks reversible lane setting method. By setting the reversible lane, can effectively improve throughput from the incident spot to security point, greatly ease the process of evacuation traffic delays and congestion。Firstly, the definition of the subject of this study- the reversible lane, a clear target reversible lane study refers to the emergency evacuation procedure, by taking the relevant traffic measures, would point to a safe point in the direction of the opposite lane, all or part of the change traffic direction. The changing of traffic direction is corresponding to the varying of intersection signal phase and other factors. At the same time,we summarize the application of reversible lane factors affecting the setting of reversible lane and the organization of reversible lane.Since the initial evacuation is conducted in an emergency situation, so this emergency evacuation influencing factors are analyzed by means of summarizing the impact of emergencies and natural disasters on traffic and transportation systems, specifically during the evacuation traffic flow characteristics, for different traffic characteristics, traffic evacuation strategies listed under different circumstances.Finally, to improve the capacity of evacuation direction as the goal, combined with the connotation of reversible lane settings, proposed to set maximum flow based on the theory of reverse lane strategy. Because of the evacuation process, limiting the capacity of evacuation direction for the road network is often the bottleneck sections, while the maximum flow limit theory just to give key side from the network of the entire transport network. In this paper, the principle is based on the reversible-lane road to find specific settings.
