In recent years,there have serious of impact on urban transport system of all kinds of unexpected events.After the incident,there must have needs for traffic management departments in a short time to take reasonable traffic organization measures or strategies to evacuate and reduce the event hazards.However,due to the devastating sudden events,the original traffic network by varying degrees of damage,casing a surge in traffic demand,and uneven supply and demand of transport systems,the original traffic organization can not effectively complete the evacuation task.How to use the appropriate emergency evacuation organization strategy is a terrible problem.After the disaster,traffic re-organization of the road,to improve the existing network to accommodate the evacuation traffic,effectively after the occurrence of the event,there is a clear direction of the rapid transport needs of evacuation,reduce evacuation time,reduce the impact of the incident,so as to enhance the evacuation efficiency of the road network,to reduce the evacuation pressure on the road network.As one of the most commonly used in emergency evacuation organization,Reverse lane can improve the capacity of the evacuation direction of the traffic organization program in a short time to reduce the cost of evacuation and has its unique advantages.Based on the summary of the current situation of the selection of reverse road sections in emergency evacuation traffic organization,this paper analyzes the mechanism of the reverse lane and the advantages of traffic lane characteristics,traffic demand characteristics and traffic flow characteristics in urban road network under emergent conditions shortcomings,studying the urban traffic network in the emergency environment of emergency evacuation organizations.Firstly,based on the analysis of the reverse road segment in the emergency evacuation organization,the minimum cost flow model is improved by using the minimum cost flow theory,and the key edge selection model based on the minimum cost flow is established and the corresponding algorithm is designed.According to the key sections of different research angles,based on the determination of the most critical edges of failure probability and failure consequence,the key road segment identification algorithm is used,to obtained the total running time of the road network in the no-failure state by using the Logit stochastic network loading model,Using MATLAB and Monte Carlo simulation,analysising of the impact of the road on the whole road network,and looking for the network on the network and the greater impact of the possibility of high damage sections,selecting the effective reverse lane.Setting up programs to improve evacuation efficiency and reduce congestion and delays.Finally,a case study of some road traffic network in Lanzhou is taken as an example.Two different algorithms are used to find the key sections which are most beneficial to the current road network evacuation.The method is compared and analyzed.Confirmed the feasibility and effectiveness of this method.
