The rapid development of social economy promotes the process of the urbanization in our country, the scale of cities is bigger than ever. Urban and rural areas interact and penetrate with each other, while the boundaries between urban area and rural area are blurred. The transportation as the key link of urban and rural areas is playing a pivotal role in the process of sustainable development of urban fringe areas and whole city.In urban transport planning, because of poor traffic facilities, a small range of services and other reasons, urban fringe can be easily overlooked. Under the background of public transport priority, due to the urban fringe resident are sensitive to the cost and the income is on the low level, the study on the optimal design of urban fringe public transportation network has a great significance. The research on optimal design of urban fringe bus network can not only guarantee passenger get the cost-effective transport service, but also to achieve the energy-saving goal. Following are the main aspect of this research:First,making an overview of the urban fringe. This overview is analyzing the speciality of urban fringe, such as transitivity and dependence. And summarizing the factors affecting the marginal zone defined. The system to evaluate the determination result is constructed after overview, besides the principles and procedures of determination are discussed. On this basis, an urban fringe determination based on K-Means spatial clustering determination is introduced, which laying a good foundation for further study of the urban fringe.Secondly, from the perspective of coordinative development of urban-rural area and prioritizing public transportation development, the forecast of passenger flow demand method is proposed. Before that, the passenger flow characteristics such as the distribution features of time, ingress and egress characteristics are analyzed. This method is base on the urban transportation planning, providing a scientific basis to design optimization of urban fringe transportation network.Finally, through analyzing the influence of network by urban fringe’s characteristic such as spatial layout, travel demand, road condition and development policy, the principle and requirement of urban fringe network design is put forward. Based on the travel demand of urban fringe resident and tightness among the urban fringe, central city and surrounding area, this paper is put forward an urban fringe hierarchical design selection method which is on account of analyzing the node importance. In this method, using the optimal route search method, Hamilton cycle method, minimal spanning tree method to form the network respectively for principal arterials, minor arterials and spur track. Comprehensive consider the different requirements of urban fringe resident and operating costs of transport enterprises, building a transit network optimization model. There are two types of three-level network in this model. The principal arterial’s objectives in this model are Passenger travel cost min and operating costs of transport enterprises min. The objective function of the minor arterial are transfer rate max and bus operating costs min. Meanwhile, using the genetic algorithm to solve this model. At the end, taking the Chanba delta of Xi’an as example, verify the model.
