The Study On Safety Management Of Gale Weather Mooring Ships In Yantai Northern Waters

The northern coastal waters of Shandong much of which is administered by Yantai MSA was considered as the most serious areas affected by winter monsoon. There are21announced anchorage grounds in terrotorial waters of Yantai MSA, besides, there was a custom anchorage ground in Miaodao waters. In winter, sometimes more than160anchorage ships will gather together, and some other disadvantages such as mariculture, shallow water, submarine cable route, will also do harm to ship safety during anchoring, as a resutl, it is essential to discuss the management methods of anchoring ships in the period of winter monsoon.In the territorial waters of Yantai MSA there are six radar stations and one VTS control center in use, besides, Laizhou and Bajiao rader stations are get close to the delivery stage for application which makes it possible to cover the main ports and waters. In this paper, the level to level management strategy was proposed, it will promote the efficiency of VTS, reducing probability of accidents, ensuring the safety of anchoring ships. At the same time, the methods and conclusions of this research can also be applied to other waters with similar characteristics.The main contributions of this paper are as follows:1, a concrete analysis of the natural conditions, distribution of anchorage grounds, characteristics of winter monsoon of the reasearch areas, then put forward to the necessity of safety management of anchoring ships during winter monsoon period;2, based on the analysis of anchorage grounds and vessel traffic accidents, main factors affecting anchorage safety were proposed;3, main factors affecting anchorage safety were selected, then this paper assess the risk of anchorage safety using fuzzy comprehensive evaluation method;4, a level to level management system was established and an eight ring working method for anchoring ships safety management during gale weather in Yantai north waters was put forward.
