Study On Bid For BT Road Project And Contract Management

Taking "BT"(Bulid-Transfer) model construction of the highway engineering projectthrough the bidding way is open, fair and prefers to choose investment (construction) party,which can ensure the highway engineering as soon as possible and putting it into use willbring benefit to a society, alleviate government financial pressure and improve the benefit ofinvestment. But compared with the developed countries, our country’s engineering biddingstarts relatively late, and there are many areas in need of improvement. Especially the BTmodel of highway project, it is lack of the bidding experience. Making full use of highwaycontracting market competition environment will have a significant effect on regulating BThighway project, reducing the repurchase risk, reducing the project cost.To take construction project of section Shagao bridge to Qingcheng of Provincial Road,which developed under using BT model, as an example in this paper, a system research on thewhole bid process has been conducted by using theory of both project and contractmanagement and related regulations, mainly including bid form, BT mode, bid andqualification evaluation document editing, bid opening and price determination, reasonableand low cost bidding evaluation method, the role of government playing in project control andmanagement. It was from the study that advantages and disadvantages were learnt about theinvitation for bid and evaluation of bid and according to the project; we have put forward newadvice and measures to improve it.Based on the case study, it came to the conclusion that: As for the highway engineeringBT project, the comprehensive assessment method for the bidding can synthesize factors oninvestment for evaluation, making the tenderer to choose satisfactory contractor flexibly.Clarifying BT project contract legal relationship, paying attention to BT project contractdesign and repurchase guarantee can make it smoothly to carry out the BT project. It is betterto use the investment mode of BT project by setting up the second tender BT mode todistinguish thoroughly BT mode and mat endowment the concept of contract constructionthoroughly and it is easy for the government to monitor this process. As for BT project thereare some problems in speeding up the traffic infrastructure construction step and bidding,such as ignoring investors investing and financing ability, the evaluation method of score in mistakes etc. In view of the present BT project bidding, we should take measures to deal withthese problems. It makes a difference to deal with these problems by using the BT mode tospeed up the implementation of the highway engineering progress, reducing the governmentdebt risks and improve construction management level.
