In recent years, because of the International ship safety operation and prevent pollution management rules(ISM Code) is more and more significant in stabilizing the effect of the water traffic safety situation, the PSCO of every port state authorities increase the inspection for the items related to ISM Code, and play a positive role in promoting the effective implementation of ISM Code.However, due to the shipping economic development in various regions uneven,different national conditions, different culture developments, and the PSCO of every port state has different comprehending and implementation for the rules. When PSC inspect the ISM Code items, we find that every country has big difference in the basic of check、ways of check、defects treatment when promoting PSC. So, it is important to analysis the PSC retention of decision-making model research based on the ISM check scientifically, and as far as possible to make inspection standards tend to be unified.The article first study the related literature, raise the research contents and methods and innovations, and then introduce the PSC inspections and ISM Code basic theory knowledge. Then introduce the PSC inspections relevant ISM Code items, dispose for violating ISM Code, statistical analysis for the T-MOU area, P-MOU area and AMSA relevant ISM Code defects and PSC inspections conditions, raise the importance of establishing the retention of decision-making model.At last, introduce the basic theory knowledge of variety of comprehensive evaluation method involving AHP, and compared and summarized. On the basic of listening to the opinions of relevant experts, adopting the combination of qualitative and quantitative analysis method, try to study the PSC retention of decision-making model research based on the ISM check. The article take the ISM Code as research target, study the ISM Code items that directly lead the ship retention, and establish the relative system of evaluation index, to determine the index weight using AHP system analysis tools, with the aid of Fuzzy Decision Theory, establish the retention of decision-making model, and the validity of the model is verified by an example,make the PSC do retention of decision-making tend to be unified, decrease the bad influence of the Discretion of the PSCO.
