Due to the complex constitute, project prices constitute a complex range of cost and are difficult to calculate. Besides there are many variables, artificial and unpredictable factors in the management process, hence the project’s tender offer holds a potential risk, which if the contractors do not pay attention to they would easily suffer heavy losses. Therefore, the scientific and rational strategy of projects tender offer has become an urgent technical issue to be solved.From the status quo of the construction project bidding system introduced on the basis of the basic bidding decision analysis theory, we studied the methods of the construction project bid, the BOQ mode tender offer and tender offer quantitative methods, which focuses on the fuzzy theory method and its specific application, and in-depth study on the basis of a construction project tender offer decision-making, application of fuzzy theory method to analyze the project cases.The results show that the fuzzy bidding decision-making methods can be used to deal with the impact analysis and decision-making fuzzy factors, which make the analysis results more in line with the objective factual circumstances and effectively improve the accuracy and scientificalness of the decision-making. Thus, bid decision method based on fuzzy logic has a vital practical significance for the construction enterprises in the increasingly fierce market competition.
