During the "Twelfth Five-Year Plan", China would build56new airports, relocate16airports, change (expand)91airports, these airports would be mainly in the central andwestern regions. Because of the complex geographical environment of the Midwest, it madethe work of choosing airport site more difficult. The airport site affected the airportconstruction costs, the safe operation and efficiency of the airport directly. Flight proceduredesign was an important work in phase of the site selection, it mainly included the design ofarrival and departure procedures and approach and missed approach procedures, designingareas, and assessing the obstacles. In order to be more optimized, according to the results ofthe assessment of obstacles to adjust the airport site optimization, thus achieving the idealsite.However, the current flight procedure design of site selecting was based on twodimensional paper maps and practical measured obstacle data and AUTO CAD. It could notevaluate the obstacles automatically and display the situation of obstacles and areasintuitively. Therefore, in order to solve these problems, this paper focuses on research ofdesigning automatic evaluation and three-dimensional protected areas on GIS. Finally thispaper designed Flight procedure assisting decision-making system for airport site selection.This paper firstly analyzed the situation of domestic and foreign flight proceduresdesign in the phase of airport site selection, then introducing the current commonly usedGIS software’s features and advantages in flight procedures design of the airport siteselection phase. After selecting GIS software, it design three-dimensional surface of areasof standard instrument departure obstacle identification surface, precision approach obstacleassessment surface, the visual segment surface and approach with vertical guidance obstacleassessment surfaces. Then it designed evaluation software to evaluate obstacles.Finally, this system was ued in the site selection of Dazhou new airport selection, allthe functions was tested. The result showed that this system could improve reliability andefficiency of airport site selection.
