With the continuous development of highways in our countries, the probability of occurrence of traffic accidents also increased, traffic safety issues have become increasingly prominent. In severe weather, highway accidents occur frequently, not only resulted in significant economic losses but also threaten the safety of life. This issue has become one of the major hazards of highway traffic safety. Based on the study of domestic and foreign disaster weather and highway speed limit on a large number of literatures, research a certain degree of the bad weather freeway speed limit control method and system.This paper analyzes the relationship between vehicle speed and traffic safety in severe weather. In terms of speed and driving safety, this paper mainly analyzes the impact on the speed of the driver and the vehicle. In terms of severe weather and traffic safety, the paper is under the influence of rain, fog and snow weather on traffic safety for analysis.This paper analyzes the security problems of highway speed limiting in severe weather (rain, fog, snow and ice) under the freeway, rainfall environment NCHRP AASHTO stopping sight distance and stopping sight distance model models were compared and analyzed. Research areas along the highway fog formation conditions and characteristics. Utilization of severe weather on road safety, the use of the method to calculate the stopping sight distance based on mathematical derivation of maximum speed limit value, and gives the corresponding speed limits recommended value.In this paper, our existing highway speed limiting criteria are compared; the effectiveness of different speed limiting and the relationship between speed limits standards and the road alignment are also discussed. Variable speed limiting control method is proposed based on highway traffic safety.By modeling the traffic situation, the traffic data source transmission simple transportation management framework (STMF) is studied, analysis of the structure of management information (SMI), traffic management information base (TMIB), simple network management protocol (SNMP), transportation management protocol (STMP).On the basis of the original laboratory research, the paper constructs the speed limiting control system architecture, modeled on the traffic situation, the use of web service technology, conducted a study; the system can capture the image detection freeway visibility and timely release of information through a variety of effective terminal.Sum up, the research results are credible, it has important significance and application value. The main innovations include the following aspects:Use the stopping sight distance model to calculate the maximum speed limit of the disaster weather. According to the actual conditions of highway on rainfall compare the AASHTO and NCHRP two kinds of stopping sight distance model. Research our country’s highway speed limit and the variable speed limit control method.Study the traffic data source transmission simple transportation management framework (STMF). Construct the speed limit warning control system architecture in disaster weather.
