Study On The Theory And Method Of Regional Flood Control Planning

Flood is a random natural phenomena taking place in the watercourse and flood plain. If the floodbreaks out in the human activity range, it will form flood disaster. Besides, with the development of thesociety, the loss resulted from the flood disaster has been increased gradually. To withstand such disaster,it is necessary to reduce the loss from the damage, protect people’s lives and properties, and formulateflood control planning. However, at present, the flood control planning our country has established takesthe drainage basin or river as the object in general. The research on the regional flood control plan isstill in the initial stage. Some problems occur frequently, such as low flood control standard in theregion, no complete system of the flood control project, discordance of the flood control plan andregional development, increasing loss from the flood with the same magnitude, etc. Therefore, it isextremely essential to speed up the research on the regional flood control plan.This paper makes systematic discussion and analysis on the regional flood control plan from thefollowing aspects:(1)Analyze and summarize the theory and methods related to the flood control plan, and itsresearch progress and current research status, so as to lay theoretical foundation for studying theregional flood control plan.(2)Start from the main content, target, basis, principle and standard of the flood control plan, anddemonstrate the importance and necessity of the regional flood control plan. Divide the planning regioninto hilly region, plain region and city during the raising of regional flood control plan, and carry outflood control plan for them respectively.(3)With regard to the increasing severity of the flood disaster in the rapidly developed cities, thispaper systematically analyzes the influence brought by the urbanization development and themanifestation pattern and causes of the urbanization hydrologic effect, and lays emphasis on analyzingthe influence of the urbanization on the flood. Meanwhile, it narrates the influence of the urbandevelopment on the flood control plan.(4) Design the flood as the important basis of the flood control plan design, and especially focus onthe calculation. This paper discusses many ways for calculating and designing the flood, and expoundstheir own applicable scope, as well as the disadvantage and advantage. Due to the particularity of thesmall watershed, it lays emphasis on analyzing the steps and calculation method of the small watershedascertaining the design flood, and explains the calculation method of the design flood of the city.(5) Regard Shunping County as the research region, and analyze the rainstorm and flood feature inShunping. Take Qijie River as the example focuses on the calculation methods about river flood acrossthe city. (7) Finally, summarize the research work and insufficient study. Put forward some suggestions onflood control planning.
