To meet the growing demand of national economy for power, modernization power plant with the characteristics of high and new technology and equipment Constantly emerging.The power plants have expensive equipment,advanced technology, convenient maintenance.To ensure normal, safe, continuous, and economic operation of the unit, power station especially state-owned used sixties and seventies plan maintenance method which is set down for maintenance on a regular basis. Based on past experience, average annual maintenance last for one month, Every four years a major overhaul last for two months, The major overhaul has a large number of project, involving machine, furnace, electricity, gas, thermal, chemical, and many other professional, once unexpected circumstances appear,which is likely to cause outage duration after drag, following the overhaul cost budget and drag is more serious than the construction period, there would provide a huge loss to the power company, the economic benefits and social benefits can cause a bad effect. LC power plant is a large power stations which having four sets of600MW thermal power unit.The four units on average, every year there is a unit for overhaul, to overhaul they have a fixed set of management idea or mode. It is true that in today’s science and technology changing with each passing day, the management method of LC power plant contains a lot of advanced concepts such as gantt chart, line graph, but lack necessary implementation means and articles of association, many advanced concepts superficial, slightly rigid, not combined with the actual of LC power plant.Power plant overhaul, most important and the most typical project in a power plant, has all the characteristics of a project, and is very suitable to apply project management theory to the management of the project of the power plant overhaul, the purpose of the authors in order to achieve efficiency. In this article, the author on the basis of its own work experience and the theory of project management experience, using the method of theory and practice combinating, make plan, list, measures such as graphs illustrate to optimizing design the overhaul organization design, cost control and schedule of LC power plant. In organization optimization design, this article will mainly introduces the organization structure of LC power plant,analysis the pros and cons of the organizational structure, through the theory of weak matrix organizational structure to the matrix organization structure, find the overhaul organization structure adapting LC power plant, and design the LC power plant’s overhaul organization, combine the design and company’s human resources to improve high staff, production staff labor intensity and other ills. In cost control optimization design, this article will mainly introduce the LC power plant’s overhaul cost control measures and the implementation. Through overhaul project at various stages of cost budget and control, redesign LC power plant’s overhaul costs, the cost control of each node will set up a corresponding system of rewards and punishments. For the controllable cost and uncontrollable,they’re necessary to distinguish between thus, by monitoring the budget spending to control the cost growth. In overhaul schedule optimization design, this paper mainly introduces LC power plant overhaul schedule control and execution, through the anysis of the gantt chart, histogram, and the key control points, combining the implementation of the project organization rewards and punishment system, give the written rules to LC power plant’s overhaul schedule system. For the constraint inversion period such of special cases, and the schedule control point responsibility to one person.There are two expected results and innovation points.First.providing to the power station overhaul organization, schedule and cost a set of project management theory, through the design of LC power plant to rule the power station’s overhaul project standardization,providing a theory which can depend on.Second, provide a reference for power plant maintenance and optimization of human resources, at the backdrop of the workers reducing, bearing the responsibility of the state-owned enterprises, and reducing the work intensity of whole staff. Overhaul is the point of a concentrated to power plant production and operation, the overhaul of the successful design will provide a extremely effective application solutions to the state power system reform and has reference value.
