In recent years, the development of civil aviation leads to a swift growth of air traffic flow. More and more requirements and challenges for Air Traffic Control (ATC) come with the growth of air traffic flow. As a important part of the ATC system, aviation system mainly generates flight information of aircrafts. Nowadays, most civil aviation surveillance using ground-based navigation systems with Secondary Surveillance Radar (SSR), which can not achieve full coverage of the special terrain area because of the serious limitations occurred when ground-based surveillance systems monitoring sophisticated or remote area. In order to overcome the inherent limitations of ground-based navigation systems International Civil Aviation Organization (ICAO) introduced new satellite-based surveillance system named Automatic Dependent Surveillance broadcast (ADS-B), which proved to be a promising technology to support Free-flight in the future. Hence it is meanful to compare and evaluate the datagram contain most significant data of these two surveillance systems.Start with the fundamental concept of surveillance technology in ADS-B and SSR, this paper introduced application pattern and developments in real practice of these two surveillance system. Besides concept, major index, such as information of target coordinate and coverage area, have been analysed, and datagram evaluate system ADSeval based on main data items in real datagram packet send by ADS-B and SSR system which involved in UDP form has been designed and implemented at last. The design of evaluate system is aimed at create a reliable and extendible system adapt to the environment that multiple surveillance method coexist. Evaluate system has been divided into three blocks implementing functions of acceptance and analysis, cache and calculation, graphical display respectively. Interpolation has been used as the main calculated algorithm. These analysis and evaluation have a certain reference value and lays the foundation for subsequent practical application in future air traffic control.
