With the advancement of urbanization and the expanding of city scale, traffic congestion hasbecome one of the most important factors which restrict the sustainable development of society.Traffic congestion has caused a series of serious economic, social and environmental problems,such as economic losses, casualties, air pollution and energy waste. It’s very urgent to deal withthese severe social problems. The direct cause of traffic congestion is the level of urban trafficmanagement is too low to guide the traffic flow timely and effectively. We need to improve theurban traffic management level to make the traffic flow smoother. Advanced Traffic ManagementSystem as an important subsystem of urban intelligent traffic system, the intersection signaloptimization is one of the most important parts of it. In the urban traffic network, traffic trunk oftenassumes the major traffic loading, the improvement of arterial traffic conditions plays a key role toimprove the city traffic congestion. And the key to improve the condition of arterial traffic is tocontrol the intersection signal reasonably. In recent years, the increasing of urban road traffic flowmakes finding how to use methods and technologies more intelligently to improve trafficcongestion become a research focus of domestic and overseas scholars.In this research, we analyzed the causes of traffic congestion and related countermeasures,discussed the development of traffic signal control, intelligent transportation systems, and trafficflow theory briefly, and studied the arterial traffic signal optimization control problem. This paperdiscussed the traffic signal control strategy under different saturation state, the constraints of phasedifference between upstream and downstream intersection under two extreme circumstances. Byusing bi-level programming model to describe the signal timing relationships between eachintersection in arterial traffic road network, to maximize the positive effect that the maximumnumber of vehicles which flow through the system in green light time in trunk direction, and tominimize the impact of the vehicle delays in branch direction in red light time. Plant growthsimulation algorithm(PGSA) process was designed for the bi-level programming model. In thispaper, we did a simulation optimization by using plant growth simulation algorithm in MATLAB,proposing a signal timing solution to each intersection for a small trunk transportation system. Itshows that plant growth simulation algorithm has stronger accuracy, stability and global searchingability.And this study provides a new perspective and method for the arterial traffic signal timing.
