With the rapid growth of the urban economy and population, the level of urbanization is constantly improved, as well as the city’s vehicle fleet. The traffic congestion has caused the huge social problems and negative effects. Major cities have realized that their first priority is to reduce the level of traffic congestion. Traffic restriction is a highly effective measure to solve the urban traffic congestion. But the traditional traffic restriction has some shortcomings:First, restrict the people who really need to travel by car; Second, with the increase of the vehicle amount, resulting in the effect of the traffic restriction decreases.This paper provides a method of flexible traffic restriction. According to the limited proportion, the public security traffic administrative department gives car owners a certain amount of days to go out for free every month. If the owners need more days to go out, they will be required to pay more. The limited proportion is computes by dividing limited days by the total days of the month. This paper mainly does the following sever aspects:(1) Analysis of the traffic situation in Nanjing, and Analysis the feasibility of implementing of Flexible traffic restriction in Nanjing.(2)Find solutions for flexible limit vehicle modeling and simulation studies carried out theoretical aspects. Established a flexible vehicle traffic restriction bi-level programming model, using genetic algorithms to solve the model, and solve the model numerical example. Numerical results show that the optimized flexible traffic restriction can effectively alleviate traffic congestion.(3) Design flexible vehicle traffic restriction device. Elaborated design hardware circuits and software programs flexible vehicle traffic restriction device. The system uses radio frequency identification technology to wirelessly identify the vehicle, and the vehicle identification information is sent after the first bit machine management platform through GPRS technology.(4) Design flexible vehicle traffic restriction management information system. The management information system will receive the vehicle information stored in the database, and provide users with Web access service. Mainly on the database design and JSP-based Web query system designs.This paper studies the optimization of flexible vehicle restriction and through RFID technology to achieve system design; application of the program has important significance for the sustainable development of urban transportation.
