Risk Management Of Cold Storage Construction

In the second half year of2013, there had been a spate of safety accidents of cold storages which used ammonia as refrigerant-called "6.3" and "8.31". These accidents had attracted the attention of the whole society on the construction of cold storage. Whether the building of cold storage was necessary, and how to control the risks of cold storage had become to issues of concern. In this thesis, we will identify and evaluate the risks in the construction of cold storage and propose the countermeasures, in order to promote the healthy development of cold storage and logistics industry.In this thesis we will take an actual case of cold storage construction which mainly study it simple mentation stage (civil construction, equipment installation, equipment commissioning) as the research object. We will complete the following tasks using the WBS Work Breakdown Structure, expert brain storming method, surveys and other methods, analyzing from several aspects such as qualitative assessment, quantitative risk analysis, risk response and risk monitoring:(1) We will use WBS Work Breakdown Structure and expert brain storming method to identify risk factors in the cold storage construction; use questionnaires to rate risk factors; quantify the risk factors based on the results of rating and sequencing them; develop coping strategies for the large-ranking risk factors; count and analyze the meeting summary and compare them with the rating; establish a feasible risk monitoring process and organization from the engineering practice.(2) Forming a clear cold storage construction risk identification table, evaluation table and quantization table, establishing operable plans and monitoring methods for large-ranking risk factors and forming a more comprehensive risk checklist.Eventually, we will establish a more perfect, clearer cold storage construction risk management file with a guiding significance.Through this thesis we will find that the risk in the construction of cold storage focuses on quality risk, schedule risk, and security risk. We can solve these three risks from the aspects of staff quality, technical clarification, process controlling and parallel checking. The risk identification table, sorting table and risk checklist have a certain practicality, and we can use them as reference in a new cold storage construction process aiming at reducing the risks.
