Urban renewal is the issue of major cities has faced in China nowadays, the renewal of city center related to the positioning of urban function, structure and image. It is the most complex and widest influence type of urban renewal. Especially to those city centers which have well preserved architectures, but lagging environment, functional structure, industry and landscape in the overall socio-economic development of the city, the demolition and reconstruction of renewal type is criticized. Under the concept of sustainable development, the value of these stock resources is increasing emphasis. Actually, the stock parts in cities are exceeded of incremental parts with unexpected speed. In2013National Conference of urbanization, most of six tasks are about how to manage stocks. But precisely in stock planning, our subject knowledge is still in the decentralized, exploration level, and hasn’t reserved systematic planning tools.By analyzing the case in Daliang Street, Ningbo, I find the renewal concept in city centers is tend to less removal, more re-use. In combing the domestic and foreign relevant theories and history in stock planning, and learning the experiences of Tokyo and Hong Kong, and combining specific practice in Daliang Street, this paper proposed some countermeasures in development capacity, space optimization, complex function guiding, ecological scenery construction, three-dimensional traffic system construction and so on.In view of there are many vacancies of the policy and system design in China now, this paper further discusses the characteristics and requirements of stock planning from a historical perspective of urbanization. And contrasts policies and regulations in urban planning of domestic and foreign, discusses the direction of system design and policy improving in stock planning.
