In recent years, the rapid development of power industry, but the power structure is notreasonable, especially the high proportion of small thermal power units with high energyconsumption, heavy pollution, has become an important factor restricting the healthydevelopment of power industry and energy saving and emission reduction, and shuttingdown small thermal power has been an important means to the relevant governmentdepartments to optimize the structure of the electric power industry.Liaoning Datang International Power Plant in Shen Fu with the "big pressure on thesmall" new project connected by shutting down small thermal power units of189.5MW inShanxi Province, the construction of2*350MW supercritical coal-fired thermal power units.The eastern area of Shenyang (the site location) has been dispersed by the boiler heating, thecurrent in the area for the construction of large-scale cogeneration project can realize theurban central heating, thus saving energy and protecting the environment, and can improvethe utilization rate of energy and heating quality, to areas of North China is the scale of thepromotion of cogeneration project.In this paper, the evaluation method of economic evaluation and environmental impact,in order to explore Shen East thermal power project as the representative of the northern areaof "big pressure on the small new cogeneration project comprehensive benefits brought bythe development of power control in recent years and dominated by thermal powerelectricity production process of a series of energy consumption and pollutant emissions.The technical and economic evaluation for further quantitative analysis of the project,technical and economical index of the new project, by means of optimization design,comparative analysis, draw the final conclusion of the project feasible. This paper uses themethod of combining theory with practice, combining the concrete practice content of ShenDong thermal power project, the application of technical and economic theory to analyze andevaluate the economic benefits of the power plant.
