Research On The Methods And Information Processing Plat Form Of Railway Risk Management

In order to adapt to the requirements of railway rapid development, the riskmanagement concept was introduced into the safety management work, andbuilding security risk control system is the important measures to realize scien-tific development, safe development. But at present the railway safety risk in-formation database, risk management assessment model of rail safety risk man-agement aspects of the lack of technology research, especially the lack of secu-rity risk information disposal information support tools, has become the bottle-neck of railway safety risk management level of ascension.Firstly, this paper analyzes the meaning and characteristics of railway riskmanagement, makes clear the goal of the railroad risk management and differ-ences between risk management and traditional safety management. Secondly,this paper deeply studies the methods of risk identification, risk assessment andrisk controlment which suitable for the railway situation, and presents themethod of the database of railway risk management with an example. Thirdly,in order to grasp the safety condition of railway station, this paper presents amechanism of risk management assessment, uses the risk management modelwhich based on the analytic hierarchy process(AHP) to assess the safety condi-tion of railway stations.Finally, based on the above research, using the theory, method of safety riskmanagement and network, information technologies to construct the risk man-agement information system(RMIS). And the RMIS which based on the existingsafety supervision management information system put forward the risk identi-fication process, assessment process and controlment process. The RMIS ex-poses several functions such as inputting, storing and disposing the security riskdata; risk assessment report; automatically generated statistical form, etc. It canset up the railway safety risk information disposing platform of network systemby using the RMIS. And it can be the technical supporting for the developmentof the national railway safety risk management system.
