The China's first one high –speed train was operating from the August 2008,at the end of 2016 our country has opened and access to high-speed rail city 505.However,the country in order to speed up urban development to shorten the distance between cities,proposed China's railway operations reached 150,000 km by 2020,meanwhile,the high-speed railway needs to operate thirty thousand kilometers and cover the mainland eighty percent of the city.And the northeastern region as an important economy base of forestry,energy,heavy industry and so on,but with the reform and opening up in recent years,as geographical location limitations of the Northeastern region,the development of economy gradually backward compared with the Coastal cities.The railway as a major artery of economic transport,is an important network of contacts with the country.Therefore,To optimize and upgrade the railway network of northeastern region could ease the material and transportation tension to some extent.Especially,playing a significant role to advance the Northeast China's economy.And to adapt to the development of high-speed railway,there are a large number of old-fashioned railway station is facing upgrading.Mudanjiang Railway Station as an important railway station in Heilongjiang.The construction of high-speed railway can drive Mudanjiang and South Korea,Russia's import and export trade,improve people's travel quality.So the government decided to have a comprehensive transformation for Mudanjiang's railway station.The transformation projects,including the original address on the construction of new high-speed railway station,station transformation,open the train station underground tunnel,old bridge reconstruction and other projects,a total investment of more than 20 billion.And for this cost of more than 20 billion large projects in the phase of the construction will certainly be more or less with a certain risk factors,and these risk factors may have to bring the project to either large orsmall impact.This also shows that China's railway station in the project planning and construction of risk management exists lack of management.Meanwhile,there is no relevant supportive theory,it indicates that China's research in this field still need more time to develop it.This paper focuses on the Mudanjiang railway station renovation project as a starting point,and researching existing potential risks during the reformation,Particularly,it will focus on the key risk happened in the project.Then,using risk management process through a variety of methods and tools to find risk factors that have impact on the project.The identified risk factors are classified according to the size of the occurrence of the possibility of sorting.The level of risk will be labeled as great importance to risk,attention to risk,generally pay attention to risk.According to it,setting up different levels of risk response.And risk response can be divided by different risk categories,levels and impacts through risk prevention,risk transfer,risk avoidance,risk acceptance,risk storage.This paper also puts forward some safeguards measures from the reality of the project,including the establishment of risk monitoring mechanism,the strengthening of personnel safety awareness training,and the supervision of risks with third parties.Therefore,through the research on the risk management of the Mudanjiang railway station renovation project,some effective risk management methods are summarized,hoping to help the other cities in China to carry out the railway station risk transformation project in the future.
