Some severe capsize and fire accidents have taken place with Ro-ro passenger vessels in the latest years in China. The objective in this paper is to describe the issues that must be addressed in a Qualitative Risk Assessment (QRA) for Ro-ro passenger vessels.The research began with the brief introduction of the particular of Ro-ro passenger vessels in route between Yantai and Dalian, analyzing the general navigation environment of Bohai bay. Then the Qualitative Risk Assessment method is employed to assess the risks on the navigation process of Ro-ro passenger vessels. Firstly, the Delphi method, the theory of risk index and ALARP are used to identify the hazards that may result in the unacceptable consequences to Ro-ro passenger vessels. Secondly, the Fault Tree Assessment (FTA) is introduced to analyze these risks so as to find out the contributing factors to these hazards. Thirdly, a general analysis is given to these contributing factors in a systematic method. Finally, some safety management recommendations aiming at those contributing factors to accidents are put forward to reduce the risks of the occurrence of accidents on Ro-ro passenger vessels.
