The common characteristics of port district project is high investment, high.risk, therefore risk assessments should be adopted to such water industry to find, analysis and forecast the dangerous that may have and determine the degree of harm. According to the risk assessment, we can produce reasonable and feasible countermeasures for the safety to guide the monitoring of dangerous source and accident prevention, so as to be the lowest accident rate, the least loss and optimal investment returns of safety investment.In order to adapt and promote the development of Wenzhou and its peripheral economic, the Wenzhou Municipal party committee and the municipal government implement the developmental strategy of "One Port Three Cities". The ZhuangYuanao port district construction project is one of the cores of this strategy. The comprehensive implementation of this project will lay a solid foundation for Comprehensive development of the outside harbor of Oujiang Estuary, the strategy exchange from estuary port to the offshore deepwater port, the realizing of development by leaps and bounds and identify the main coastal hub port status of Wenzhou port. This paper will access the dangerous of Zhuangyuanao port district in Wenzhou port to find the element of risk and finally provide corresponding measures and countermeasures according to the element of risk.The main work of this paper can be described as follows:(1) Analyze the risk factors water industry of Zhuangyuan'ao port district in Wenzhou port by the combination of simulation experiments and theoretical analysis. During the analysis of the impact of water industry to the channel, the channel and berths scale have been analysed by the test data of large,scale simulator. By using historical statistics and practical work experience, the impact of the water industry to the anchorage, marine transport, anti.typhoon and other aspects have been qualitative analysed.(2) Analyze the dangerous of water industry by using fuzzy comprehensive evaluation. Risk assessment is a very complex work, including a lot of uncertain factors, it is difficult to use quantitative methods to calculate accurately the degree of risk. For this kind of problem solving, multi.level, multi.factor of fuzzy comprehensive evaluation method is a more mature and effective method. Using this method, we can get accurate and credible results, so that prevention effort can be targeted or pre.cut of the source of danger, which mainly depend on the determination of evaluation index, weight and membership functions.(3) Propose measures based on the analysis of the result of risk factors and security risk. According to previous research results, corresponding countermeasures have been provided in the regards of the formulation and compliance with regulations, safety measures of entering port channel and surrounding navigable environment, Maintenance of ship navigation safety measures and responses of inclement weather of quarantine and anti-storm anchorage, pilot and tide-waiting anchorage, navigational signs, piers and surrounding waters and so on.
