In the recent years, with the development of national economy and world trade, the increasing busyness of traffic transportation, and the traffic environment is changing, which results of the happening of maritime traffic accidents occasionally. Nowadays, the important symbol for home and overseas to estimate a country's shipping standard is to test the height of safety evaluation standard in this field, and it is also an important target for a country to become a greater power from a great power in shipping. Therefore, the Ministry of Communications also increases the research and devotion in safety evaluation items. Yantai Maritime Affairs Bureau decides to hold this opportunity, and through the Ministry of Maritime Affairs to establish a series of integrative safety evaluation system which takes Yantai Harbor as the main body and strengths to the harbors of China.Yantai Harbor, as the main hinge of water age around Bohai and important open harbor of coast, plays a very important role in Chinese integrative transportation net. The paper takes Yantai's maritime traffic safety management as its subject and probes into the existing methods regarding safety analysis and safety assessment and their application. Firstly, based on maritime traffic accidents, the method of the system safety analysis is applied to analyze the safety of navigation environment system in the port of Yantai and adjoining waters. Secondly, the model is designed to assess the harbor and its adjoining waters in term of maritime traffic safety by means of expert investigation and reference to the method of fuzzy comprehensive assessment, which has been applied to determine the factors of the engineering design. The paper applies a system analysis method, which is combined with quantitative and qualitative methods, and takes the Yantai Harbor as the evaluation element.
