Research On The Unified Inspection For Foreign Vessels

This paper combine the PSC inspection clause in the international maritime conventions and ensure rights and duties of the port state that gives clear maritime laws and regulations, and the present maritime performance are compared, moreover gather and compose the relevant international conventions that come from foreign ships supervision and inspection guide. At the same time, analyse the current development and present situation of Marine Supervision and inspection, combined with characteristics of foreign vessels to implement unified supervision and law enforcement, the new concept of unified supervision and management is put forward.In this paper, the starting point are from foreign vessel, base on the United Nations Convention and law of the sea and other relevant laws, a detailed analysis and in-depth research of foreign ships are carry out according to relevant requirements of PSC inspection. Comprehensive evaluation index system of maritime law enforcement capability are educed based on the analytic hierarchy process, three categories of ten factors as the comprehensive evaluation index are selected, combine with fuzzy comprehensive evaluation method for comprehensive evaluation of the maritime law enforcement ability, first, determine the evaluation model, the evaluation of the maritime law enforcement capability is divided into seven levels, as the evaluation standard, based on the evaluation set and evaluation index membership degree, through the fuzzy operator and defuzzification treatment of maritime law enforcement capability is obtained finally gives the evaluation results, the comprehensive evaluation with amaritime bureau as an example of the maritime law enforcement capacity and the research results on the foreign vessels to provide certain guidance and reference meaning of unified law enforcement form, the service type and the responsibility of government construction is great significance to the establishment of a the high quality of elite Chinese marine law enforcement supervision team.
